Does the facility being good mean the doctor is?

No, and conflating the two is the most expensive mistake in medical tourism. In Mexico most specialists are independent: they rent space or hold operating privileges, and the hospital does not employ them or vet their certification for you. A recognised hospital name on the door tells you about the building, the equipment and the nursing. It tells you nothing about whether the person operating on you holds a current board certificate. Check the surgeon separately, every time.

How do I check a doctor who works here?

Get the full name as printed on their cédula profesional and the number, then look the licence up in the federal register and the specialty certificate up with CONACEM. Both registers are free, both are in Spanish only, and both are public. Any doctor who hesitates to give you a cédula number has told you something useful.
